Please don't use Philadelphia as an example of a government funded or
"municipal" network. Up until now (this may change in the coming
months as Earthlink pulls out) it was funded through private funds,
not public ones. Earthlink has a contract with the non-profit Wireless
Philadelphia organization, to build the network on its own dime, and
to provide some proceeds to that non-profit organization to address
digital divide issues.
