Everyone I know is outraged at possible telco immunity. Quest certainly
knew  this was illegal and refused to cooperate.

I personally don't care if the lawyers make money suing the telcos for
illegal and perhaps unconstitutional behavior.

Perhaps many lawyers would even do this without charge.
