What's "equitable" about a system that completely decouples compensation from the actual use of the properties the monies are supposedly paying for? If there were a way to accurately detect which files are actually being moved across the network and how often they're moved, they'd already be using it -- to stop the downloading in the first place.
And how can this system have "nothing whatsoever to do with government" when the only entity in a position to "allow access to *all* music" is the government (which could only allow do so by throwing away the copyright system)?
It's really easy to call this solution a "fair price to pay" when it's not your creations that are being collectivized!
