Dave,
Japan's Ministry of Internal Affairs and Communications, MIC, just
released many English Presentation material on their policy areas to
their website.

We gave them informal suggestions to publish all relevant material
and they made a good progress.

Portal for the Communication Policy that includes Council and Study Group
reports and other policy information is here:

Topics include:
Network Neutrality, IPv4v6, Comprehensive Legal Framework for
Communications and Broadcasting, NGN Inter-connection rules, etc.

I hope this provides good sources to watch MIC's policy work.
