Did the 'connection charge include taxes and surcharges? Did it use the FCCs' (worthless) numbers, which has nothing to do with what it actually cost to get a phone line installed as compared to actual phone bills? Did it average all states using some other data point? Did it use phone bills? (doubtful.) If the actual data is available, please send it along.
