Well, it's possible that a car in another lane was speeding.

However, since the BBC posted the picture on theiw Web site, the
police claim that it is not only "disrespectful, but distasteful and
offensive, particularly to children who may have been exposed to this
nonsense" is clearly garbage.  (Well, it _is_ disrespectful, but since
when has it been a crime to be disrespectful to police excess?)

The claim by "road safety campaigners" that the stunt is ""dangerous
and offensive" is even more ridiculous.  There is no more danger in
that stunt than in opening a can of soda in the passenger seat.
