since it's trivial to game, it cannot be about "security"

what it is about, i suspect, is further conditioning
people to produce their "papers" whenever asked
(ie, frequently)

the fact that one cannot get a hotel room now without
photo ID is at least as distressing.

so without Gubmint Issued Photo ID, one effectively
cannot travel without sleeping in your car.
