Dave, We are hoping the Obama White House focuses more on the issue of ACTA transparency, and changes course. Clearly it is offensive to claim the proposals for an important IPR enforcement treaty should be treated as national security secrets (as is now being done). However, to understand how truly absurd this is, consider than the USTR has hundreds and hundreds of "cleared advisors" who have access to the documents. Below is a list only the 116 of the corporate lawyers, lobbyists and PR people, from 4 of the 27 USTR advisory committees cleared to see the ACTA documents. I know a lot of people on this list, and it is difficult to imagine how the White House can justify giving them access, and not giving everyone access.
