Actually, that IS the plan. At a meta level, the damage done to US (and to a lesser level all of the western world) 
strategically is not the loss of aircraft/people/buildings, but the "sand in gears" effect - the US (and the west more generally) has been the most efficient and effective business "machine" ever developed - and one way to slow that down and increase it's "overhead" is to throw the sand in the gears.  How much does all of the additional security and other overhead cost?  What does DHS cost vs. the sept 10 spending levels?

What have the wars cost thus far?

Seriously, the financial effect on "us" of the whole picture is not lost upon "them". Given how little it has cost them, their ROI/IRR has already past VC level returns.

Also, it should not be lost on some that if you had known that this was coming, in general, you could have likely put a pretty good investment spread down that would have paid off handsomely.

I will presume that someone is trying to backtrack such investment strategies to see who might have laid them in, at least in their time not spent searching my luggage....

What if Al Qaeda’s plan was not to actually crash airplanes? What if their plan was to try  drive us crazy with ever more arcane flight safety procedures? Look at the return on investment for them. A few of their lowly pawns gets arrested trying to set up a half baked petard, but in exchange millions of travelers can quarry liquids and now powders. Even better, they have to remain tied to their seats!
